The residence permit card has to be returned to the Immigration Office in Sornainen. That's where the residence permits are managed now. No, it doesn't. You can turn it in to any police station that has a "permit services" section (lupapalvelut) while you are there handling other business...

[ What you seem to be looking to describe is that Finnish courts do not award punitive damages to the injured party. It's possible to sue McDonald's for too hot coffee.
