Well, depends. By "elementary" he might mean compulsory school (peruskoulu). Which can still get you into trade schools. But yes... you NEED to have at least your 9th grade done. There are options for it in Finland, Eira in Helsinki has a Peruskoulu programme for foreign adults that isn't...
