Great reason...you were not informed personally... If you applied over the due date you probably go as 3rd country application, including TE decision. So good luck and I hope you get your country back

No. You don't need to have a permanent status. Anyway, after 4 years of A you are eligible for the permanent residence and you shall apply it even you later will get Finnish citizenship.

As a foreigner in Finland you are obligated to have a valid passport at all times. Not having a valid passport is an offence. Migri will ask new passport if they notice the old has expired, however the passport number is not linked with residence permit.

You have no decision positive or negative, there is nothing you can do with the layers. Just wait and be happy they don't tell you to apply for regular residence permit.
