Reporting to Migri won’t help. Make the rikosilmoitus and then the police will investigate and after they are charged with a crime, Migri will be informed automatically.

There’s no difference but supplemental insurance helps because the public system is slow and sometimes you have to go to a private doctor.

It is a normal legal requirement that governments require all non citizens to have a valid travel document at all times while in the country. Therefore, having an expired passport while in the country is a legal offence.
