Providing a reasonable and sufficient social welfare system for the unfortunate and poor residents, is also a requirement from the EU that Finland violates and is only able to dodge that bullet by arguing that there is basic income support. The thing is that when you buy it from your friend, there is no warranty (well legally there should be but in practical this is difficult / complex). When you buy it from the dealer and it is a Toyota approved occasion, you have anyway 1 year warranty which can be extended until the car is 10 years ...
