There is no such requirement for Finnish or EU citizens. More accurately EU forbids setting clear limits. Every case must be evaluated individually. Summer of 2017, 6900 calls per day. Summer of 2018 12200 calls per day.
Now my question is; "Has the number of incidents doubled, or is the threshold to call for help lowered significantly?"
If it is the later, it is no wonder the 112 operators starts treating calls with less urgency.

Any serious business would need to be certified as a commercial kitchen. If you bake a couple and sell them, it's ok at least in Helsinki. Expect at least €100,- for coming and having a look and at least €150,- for a small repair. If you're unlucky the whole repair might cost more than a new machine.

I would like to go there as soon as possible to be with my partner.
Don't concentrate on speed.If you use the wrong arguments/reason a rejection is quite possible. And that rejection might hamper the next (correct) application.
Just make sure you fulfil all the requirements before you apply.

Be aware that you also buy all the hidden problems (claims, debts, ...)
Also the company has some goodwill and client lists. They should be part of the deal. But if the owner has planed a closure, he might have sold them already.

That is not relevant. The decision will take it's time. So it will be in time or not. You cannot influence that.
As for travel arrangements; Migri advises to wait till you have the decision.
