Strangers greeting strangers

I recently watched the episode of Anthony Bourdain visiting Finland. One of the remarks he made was that Finland is a country where strangers don't greet each other on the street and they avoid making eye contact. Having lived in Finland for a while, I know this is true. What I'm wondering is if other Northern/Eastern European countries are like this as well?
