Folk song: Kuulan Polska # 1

Does anyone here have any information about the folk song Kuulan Polska # 1? I believe it was recorded by the group Niekku. Maine (USA) folk singer Gordon Bok would like to include this song on an upcoming album and we are seeking any possible information about the composer/author in order to obtain formal permission. If anyone has any information, I would be most grateful.

Niekku's record was published by Olarin musiikki Oy, shouldn't they have the information about copyrights? [email protected]

This page says that it's a folk song from Southern Ostrobothnia (in Finland), recorded by Toivo Kuula.
Kansansävelmä: Etelä-Pohjanmaa. Kuula, Toivo [1883-1918] (tallentaja).
But it does list two names for the arrangement: Kalaniemi, Maria (sovitus). Laitinen, Heikki [1943- ] (sovitus). (sovitus = arrangement)
