I think the shorter one will be used as a nickname or friendly name while the longer is the formal name used in official papers etc.

Sure, but why not name the child "Hethe" (if that would be a valid name) instead of "Hethethethephethethetethe", if everyone will anyway be calling him/her "Hethe".
