If he wants to register himself with the police (and so become entitled to all our social benefits) he has to convince the police that he will not become a burden to society (i.e. showing a regular income).
We've already been through that... he doesn't qualify under any of the 3 criteria. He won't be entitled to any social benefits, save for access to healthcare which would be covered by the EHIC, I beleive for the first 12 months. After that ... nada.
Registering a right of residence
To register your right of residence, you will need:
an EU registration form
your national proof of identity or passport
in case of paid employment, a confirmation of the employment relationship or a certificate of employment from the employer
if the applicant is self-employed, information on their self-employment
from students, proof of being registered with a Finnish educational institution and having adequate health insurance cover
from other than employees and self-employed persons, information on means of support is required
