Of course you can get a permit, but you have to qualify, usually either by:
-being married to or having a long-term cohabitation history with a Finnish citizen; and/or having a biological child with a Finnish citizen (family connections)
-having professional employment arranged (international recruitment)
-studying or doing graduate research
If you don't have any of those 3 circumstances, they will not likely grant a residency or work permit.

Yes, my first answer is always "don't"katrina wrote: write to Hank W. on this group, he is VERY smart when it comes to moving to Finland.
OK, questions back on "move to Finland"
a) why?
b) are you sure you want to?
c) are you crazy enough to survive the winters without going crazy?
d) do you have a good excuse (work/studying/girlfriend/ice hockey/tango)?
http://www.uvi.fi has pdf-files on residence permits etc. that explain the procedure.
The question is not 'can I get', it is 'will they give'.
Cheers, Hank W.

This is how much he has changed since moving back to Finland:
This is an actual digital picture from the last pub crawl we were on!
we are all slowly changing to look like him....even the women....

Hola pariente.
