Do you disagree with their assessment that they are acting according to the law? A queue is a queue, I don't know whether there are mistaken made in the processing of your papers but by default you have to wait for your turn, just like everyone else. What practical measures are you expecting them to take?

??? In that case what you are facing is not racism, but discrimination against the intellectually challenged. Are you sure what office you are dealing with? Migri and local police are two different things... and Maistraatti and the Helsingin Kaupunki have nothing to do with either, or each other. You want Helsingin Kaupunki to employ more men in orange to sweep the streets - I fail to see the connection with Eu permits. Money coming from the city budget is one thing, but government budget is another, government budget money allocated by the city is a third.

OK, so lets get this straight. So you do have an EU passport so the Eu family card is for your... Spouse? Dependent?? And if you are a student of course you need to prove you have financial support and such. Do you have Kela-card, one without a date? If you are a student and don't have a contract that makes you eligible registered as a worker - then you're only temporarily domiciled. Which is quite a limbo to be in. So if this is the reason for the problems - nothing else to do but fix the status. They can and will wait until your ass turns blue - no matter how much you whine the law is there and you are the one wanting something - they are not wanting to give out anything. And if they want extra information the application gets sent back to the bottom of the pile.

The communication tools nowadays are good enough to get the information about a person,

They don't go and search for the information, but they wait till it comes to them.
If the info is incomplete, the application goes to the bottom of the pile. And you have to wait till the right information comes along.

Why it's so long? The communication tools nowadays are good enough to get the information about a person, to make a dissition takes how long? Few min maybe 30 to have time to read all the informations.

And Finnish people have an another queue that generally last the estimated time. So what it the problem in making people wait until they are tired and just want to quit this country.

Do mathematical exercise.

Take 30 minutes per applicant to hunt down missing information (rough average).
Multiply by number of idiots applying without having filled all the relevant information.

Queue just jumped into 20 years.
