its a good thing it got delayed because now you can count six months and you get the decision. If Migri had received it last year then it would've been stuck in the queue and processed perhaps by the end of next year if not later since they're prioritizing new applications.

If you let your residence permit expire without having applied a new one, I would expect that to automatically
A) make you're illegally staying foreigner
B) interrupt your residence period in Finland, causing a rejection of the citizenship application when Migri finally considers it.

(BTW: current fee for residence permit application is 120€, not 400€)

Since you're quoting the "refugee" line stats, did "all the papers" include passport from your current national authority?
(maybe yours did, but that is the main reason why those are in their own slow line)

You need to start counting from the date your application was received by migri. If you had a clear case, it wouldn't have taken so long.

By all means...

(maybe I'm too cynical, but I start wondering when somebody who supposedly has Master's degree can't get in any school after multiple attempts)

So what can I do ? whom to complain to ?

Helsingin Sanomat readers' letters? Might earn a few extra votes for PS...

May be you are , but what difference does it make , even if you are a professor, if there is no enough places.

There is, best are selected and most get place.

Observation 1: Why didn't you go to Canada in the first place?
Observation 2: Citizenship can be denied if the applicant is seeking it to gain its benefits like having a Finnish passport to travel elsewhere (in your case Canada).
Observation 3: If you were good in the specialty of your degree, you'd definitely find a place or else why would universities recruit people from outside Finland?!

I see, so all foreigners studying and working at universities here are on an exchange program!! You're just trying to find excuses to why you're not getting a place.

Nationality Act
...
Chapter 3
Finnish citizenship on application
Section 13
....
(2) Exceptions to the general requirements for naturalisation may be made only as laid down
below.
(3) No one may be naturalised, even if he or she would meet the requirements for naturalisation, if
there are well-founded reasons for suspecting that the naturalisation will jeopardise the
security of the State or public order, or if the main purpose of acquiring citizenship is to take
advantage of the benefit related to Finnish citizenship without aiming to settle in Finland
, or if
naturalisation conflicts with the best interests of the State for some other reason on the basis of
an overall consideration of the applicant’s situation.
