Why don't you ask your husband all those detailed questions?
I suppose he wants to be reunited with you too.
If you need total strangers (not specialists) to help you with your residence permit, I start to get some doubts about your marriage.

Also, we are just strangers in an internet forum. We are no experts and you have no guarantees that we actually know what we are talking about. You really should be asking the relevant authorities about these things. (We are happy to give our opinions and maybe tips and tricks, but that is all we can really do).

"Refusal of entry" ('maahantulokielto' in Finnish) is more than just rejection of a visa application (more based on individual 'merits'). So I would answer 'no'. It should not hurt (they should be able to see it anyway) if you add there in brackets that "An earlier visa application to Finland was rejected in X.X.2011")

"Refusal of entry" is when you get caught illegally or even have a visa or rp and then do something and the border guards "turn you around" and give you a "5 year ban" from Schengen. It would have read on the document, there is a separate entry for refused permits I'd think?

You (one of you) will submit the paper, after proper legalization and possible translation(*), to the embassy with the form available here and they will then send it to right authority in Finland for registration.

Translation is likely unneeded if the domestic authority can issue the certificate in English. The necessary steps for legalization depend on your nationality, more information you can find here:
http://formin.finland.fi/public/default ... ture=en-US
(it is really written for legalization of Finnish documents for use abroad, but the reverse also applies for the same country groups)

The logical place to start looking for further information of course would be web page of the Finnish embassy (better in Finnish than in English) consular services / konsulipalvelut /palvelut suomalaisille or something similar as main headline. For example, if you were Japanese, you she should have already read this: http://www.finland.or.jp/public/default ... ture=fi-FI (although then you wouldn't really any need to ask your question any more)
If the necessary information is not online, then making a phone call would be the next step.

Why don't you ask your Finnish wife? Surely she will help you and get in touch with the Embassy to find out what is required and prepare all the paperwork.
Here in Finland, I have done everything I can to blend-in with the Finns, I've changed my hair color, wore differnet clothes, got different

Actually the form required maybe this one (the other is possibly only for registrations done (only) in Finland instead of via embassy). http://www.finland.org/public/download. ... FF43460114}
Anyway, better to contact the embassy
