It is not an 'immigration officer' but a police officer at a local police station. Different time and place give different answer, so give them a call if you must know (and they don't indicate the answer online)

Well the sooner the better, you need to show your funds and then have the transcript from the school (which they sometimes sit on).

For example, in Espoo, if you have ALL the necessary documents ready, it would have taken only one day prior to 2012. But now, after starting to use biometric cards instead of stickers on passports, it takes roughly 2-3 weeks after a decision to get the permit. (The decision requires usually one session if you have all the necessary documents pertaining to your case)
Remember to book appointments if applicable.
Other jurisdictions, I am not sure.

I went to espoo police station to extend the residence permit on 24th May. Still now i haven't got any feedback from them. I went there again this Monday and the official said it usually take 3months, Ridiculous! what can i do then ,I already booked the flights back to my home country on 26th July.
