Finland is nowhere near "gun-free", there are 670 000 firearm permit holders and every fourth household has a legal firearm, it's just that firearms are not commonly seen in public. For the average citizen, there is no open or concealed carry, making it illegal to tote a firearm (in cities, anyway, in the countryside during the various hunting seasons someone walking down a road with a shotgun or a rifle over their shoulder is nothing unusual, nor illegal). As for the safety, legal gun-owners have an added incentive to abide by the law, as the continuation of their permits - and with that their hobby - will always be in question should anything happen.
