I just flew my two guinea pigs from Budapest to Helsinki: Finnair allows piggies in the cabin (as hand luggage) but you have to make a pet reservation a couple of weeks before the flight: tell the measurements of the transport box, approximate weight (together with the animals) and the species you're travelling with. The piggies mustn't be taken out of the box during the flight.

No vet certificates needed within EU.

When we moved up here (from Budapest) 4 years ago it wasn't so easy, we had to get a vet certifcate less than 5 days before departure! A word of advice.... be very careful if you put your guineapigs outside, even in a pen. We thought ours were safe but one morning (broad daylight) a fox ripped their cage apart and managed to get both. There are also racoon dogs and even large birds which would attack rodents if they are in reach.

Anyway... Tervetuloa to Finland (I can't remember much Hungarian I'm afraid)
