Hi,

I applied for a residence permit in early January based on family ties. My finance is a Finn who has moved back to Helsinki and is awaiting my arrival. I am aware that the process could take up to nine months, but I plan to move in mid-June.

My question:

Does anyone have experience moving to Finland before the residence permit is approved? I know that I am allowed to stay for 90 days without a permit in a 180-day period. I was in Finland for a total of about 25 days in January, so the clock should reset about the time of my intended arrival. Has anyone came to Finland without the permit in hand while awaiting processing time? Is it better to remain in my home country until it arrives? Any advice based on experience would be appreciated.

Where did you apply? Afaik you get your permit from same place. So being in Finland while your RP card is in your home country might call for a trip back there.

Hopefully the general consulate in my home country will FedEx the card to a relative and he will forward it to me. Since I've already paid the shipping costs, I hope that will work.

One can hope, but I wouldn't count on that...

Hi I can give some advice on this.

1. When you applied for your permit, the permit will be mailed to you in the post. That is, whatever current address you have listed in VRK väestörekisterikeskus/maistratti will be the address the permit will be sent to. Source: Someone at Migri. If you want it shipped somewhere else, you can call up with your application number and tell them to send it somewhere else. They'll amend that to your application.

2. Your question about whether or not you are allowed to stay here whilst waiting for your decision depends on if you have a todistus vireilläolosta that states that you are given permission to live in Finland whilst waiting for a decision on the permit. Law states that you ARE allowed to live here whilst waiting for a decision on your permit, but without the necessary papers it might be hard to get into Finland. At least on a one-way ticket (without this paper). If you don't have one you can apply to have one faxed to you from Migri by calling them, and you should ask for it in English. Generally you are only given the paper though if you are applying for an extension, not a new permit.

^Also when you have that paper and have applied for the permit in Finland, your time IN FINLAND is not subtracted from your 90 days in the Schengen area. This only relates to Finland however. Trips outside of Finland count towards the expenditure of your 90 days. Source: Someone at the Embassy.

If you have some of the 90 days left in the Schengen area you can enter Finland through another Schengen country. If you don't, you'll have to have that paper and return directly to Finland.

I would not expect the consulate or embassy to do anything for you at all. They are there only to provide information and help people apply for necessary visas and permits, not to forward documents along to people like a mail service. In most cases you have to be present in person to apply for or receive anything from them. I would not expect any service from them unless you have it in writing.
