Cambodian getting married to finnish

hello there

I am planning to register married in Finland and wish to legalize it in Cambodia. my question is:

can i get married on a tourist visa to finland?
how can i legalize my finnish marriage certificate in cambodia embassy as there is no cambodian embassy in finland. (i know that i should have asked this from cambodia but they are not very helpful so im wondering if anyone out here has done this before)

You can marry while in Finland with tourist visa, if your husband is Finnish you can even after apply for residence permit for family ties. Remember you will need a paper for embassy that you are not married back home.

About registration in Cambodia you will need to ask back home what is needed or at nearest embassy, which is in London?
Most probably you need to get a legalization (at Finnish foreign ministry first) and after that more legalization's depends the route you will want to register marriage back home. Cambodia is not member of apostille, which would have made the process more simpler.

Thank you tavastia! i emailed and called cambodian embassy in London but they never answer so im kinda stuck how to get answer.

Can she stay and wait for the residence permit based on family ties in Finland? Is Migri gonna give her the paper that they normally give out when they receive the application so she can stay in finland and wait for the permit? or does she have to travel back to Cambodia and wait there? Thanks

If she marry a Finnish citizen she can wait in Finland after applying for RP, however it can take up to 9 months, and before that she cannot do anything other than going some self paid Finnish courses as she will not have identity number.

thank a lot for the information. I would like to ask one more question. If she is married to a Finn, and move to Finland, is she qualified for any Kela support if she does not have any job or income yet? and her husband is still studying ( he is Finn ofcourse) thanks

The Finnish Immigration Service considers the work situation of family members who apply for a residence permit in Finland. The income requirements are meant to be guidelines and can be deviated from. If both parents in a family with two adults have a salary, it is possible to deviate from the income requirement for their children. This means that the family should have an income of approximately 1,700 euro per month.

That means as far as I understand the above copied text of migri, that the student husband needs to have an income of 1700 euro's a month otherwise she will not get a residence permit until she (or he) finds a job first so their total family gets 1700 euros a month. Student benefits and housing allowance count as income.

However the website is somewhat unclear on how this works if one of the family members is Finnish, there was a lot of fuss about this in the news in the past year that this was changing for non EU family members...don't know the current status :oops:

So to answer your question, no she will not get income support benefits of kela yet. (if I undeerstood the law correctly :wink: ) but to be sure, ask betelgeuse, that forum member seems to know quite a lot of these issues, especially when considering a Finish citizen, you might be n the green

The rules were not changed so the limits do not apply to family members of Finnish citizens.

I actually know there is no income requirements for applying for residence permit based on family ties of Finnish citizenship. I just wonder if she moves here, will she be able to receive some financial support from Kela (at least, I heard people who go to finnish language school receive money)?

She will receive the unemployment basic support as part of integration program after getting residence permit (takes up to 9 months) -> identity number (takes up to 1 month if not requested at the same time with residence permit) -> Kela card (takes up to 1-2 months) -> Registering as unemployed at TE.

TE will look for courses and send her. In capital region it can take months before a course is available but before she is into those courses because of the integration program she will receive the same money (only after registering at TE).
Normally integration program lasts for 2-3 years but can be extended if for example is getting into some lengthy school (e.g. vocational schools) which TE consider it as good for integration.
When she go to school she will get 9€/day extra for traveling / lunch, tax free.

She will get no money, no healthcare coverage, no Government Finnish course..... absolutely nothing till she gets her Resident Permit. It doesn't matter if her hubby is a student.

Correct, until she has the residence permit is just a tourist. In theory she shall get healthcare, as being married with a Finn, for example you don't need travel insurance to travel to Finland, but I don't want to think if you go to hospital and you don't have not identity number what they will say?

If you show up with a broken toe, they will ask your credit card and send you out the door escorted by the security guards if need be. If you show up with renal failure, they will save your life and bill you later.

This is not the USA. I doubt the hospital even has credit card machines.

Maybe you should actually try visiting one and find out. They have card readers at every reception window in every hospital in this country. Precisely for those people who don't have kela cards.
