It's a number used by Migri to refer to your application. All documents submitted to public authorities in Finland (and many other countries) have diary numbers attached to them. This is to ensure traceability, transparency, and proper communication between agencies and the inside of the agency itself.
Long story short: Think of it like an application number. It's not a number you shouldn't worry about in 99% of the cases. If you use the online service (EnterFinland), then you shouldn't worry about it in 99.9% of the cases.

Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
