2. I'm planning to go to visit my husband-to-be in March for 3 months next year if my permit hasn't been issued by then yet. So if i get an interview request during that period, I need to know if i can do it in Finland.

I'd probably come here and apply here, unless there are work or other things that will keep you in HK for a while. You can overstay that visa free period while your application is pending. It might make traveling harder after that 90 period, at least in Schengen area.

edit. I might advice to apply abroad, if migri would give better estimation of how long the process takes, but 4-9 months...
