Are you talking of Finnish "lukio" or something else? In Finland, you need to have "something" after 9th grade, either high school, a vocational/commerce degree or equivalent to be eligible to apply for a polytechnic. Depending to which faculty you apply you may have problems or find the tests challenging. Also later on you might have to do a number of "basic" courses you can get "credited achieved" as per your "college degree" from the vocational institutions.
