I'm from Australia, I'm in Finland now doing my army service, i'm a citizen of Finland.
I'm going back to Australia after army to finish studying, business commerce, if I exchange here, because I'm a citizen, can I claim normal kela benefits as I am now? In Australia most students live below the poverty line and that sounds rough.
And university fees are paid by the government (minus textbooks etc) correct?

Yeah I'll check it out. Perhaps I'll ask a professional about my options in Australia. I'll read through that site for sure. I've still got 6 months as Alikersantti to go, so plenty of time to read.

I am Australian. If you think Australian students live below the poverty line while studying, then Finnish students must be living on air.
Most Australians work while studying. They don't struggle anywhere near to how Finnish students do.
The money you get for studying in Finland is very little. You will struggle to even afford food if you don't also work.
Study money is just to help students survive, not to fund so much they can just study.
