As far as I know, Finnish banks are unwilling to create a bank account for you if you don't have Finnish ID. There might be some exception.

Not a "safe" assumption... For instance, I own land in Finland, n. 2,25 ha., but apparently as a "tourist" I can not have a bank account in Finland.
