Finnish guy firlting
I heard that Finnish guy is super shy and very reserved, so they usually don't ask on date to girls.
Yesterday, I was in the park and walking with my bicycle, then suddenly Finnish guy came to me and said 'hi' and he told me that he want to say hi because I'm super cute.
I was little bit surprising because he was directly speak to me. We had little chat and he ask my phone number and suggest to meetup for coffee.
Also, another guy came to me and gave me a paper and ask me to draw a line to dot A.B.C and when I did it. He told me that open the paper, when I open it, there was a heart picture draw on it! He also ask me to drink coffee.
I came here a month ago and it happened twice times. Little bit confused.
Is it common in Finland to ask phone number to hook someone up on the street?

Are you a younger person than 30 years old? The super shy seems to apply to 36 years plus in my personal experience. Younger folks are much more open and just stop to talk to you.

One way or another, what you describe is not ordinary behavior in Finland. The second one in particular sounds suspiciously practiced. The first one might just be random friskiness, possibly encouraged by alcohol. But it's getting to be the wrong season for spontaneity already.

Finnish people who have travelled and lived outside of Finland are usually friendlier than non-travelling Fins.
I think younger Finnish people are quite different to older. They are more open and friendly.
Think of it as a positive.

No offence, are you an Asian girl (Chinese, Korean, Japanese, Thai or Vietnamese etc)?
If yes, then it is not very unusual for a Finnish guy to go and talk to Asian girls.
