Buying bulk/loose groceries

I am living in Finland for a semester (four months), and I have not been able to find a grocery store that sells items in bulk (or loosely perhaps is more accurate). I'm from Canada and all of our grocery stores have bulk aisles, or stores like Bulk Barn, for example if you only wanted to buy 100g of flour instead of an entire package you could dispense however much you need. Is there anything like this in Finland, Rovaniemi specifically?

Haven't seen ever flour sold by the gram. If I needed a dl or two of flour, I most likely would knock on neighbours door and ask if they had any to spare (knowing that I should be going back with fresh buns soon).

The closest "loose" concept store might be punnitse http://www.punnitse.fi/myymalat
but there doesn't seem to be one near you.
