Question for US citizens who married a Finnish citizen

I read that before any marriage can take place, I have to go to the US Embassy in Helsinki to sign some affidavit that states I'm not married. Could any of you with experience tell me how long it took you to receive your certificate?

Additionally, I read that you can get the certificate in your home country, so if any of you did it that way then brought it to Finland, it would be nice to hear from you as well. I read that it needs to be translated and certified, and some of the information is rather confusing.

What information is confusing?

Getting the paper from embassy costs (at least) 50 usd. Getting something similar in NYC would cost you 28 usd + visit to city clerk, county clerk and New York State Department of State. Other places might have other costs and places to be. And then there is the risk that they omit some information our paper pushers want/need. Is the 22 bucks worth the hassle and risk?

Visa is for visiting, Residence Permit for residing.
