Hello all,
I am a permanent resident of Finland (have a Finnish permanent residence card). Since the past 1.5 years I have been working in Norway. Apparently, I cannot stay outside of Finland for more than 2 years without some explanation to Migri prior. So, I moved back to Finland and started working as a visiting researcher at the university. I am still being paid by the university in Norway. In my line of work in the future, I expect to stay abroad more. So, I am thinking of applying to EU residence permit which would allow me to stay in other EU countries for upto 6 years without loosing my Finnish permanent resident status.
My family lives in Finland and my permanent address has always been in Finland. My recent work abroad was on temporary basis.
1) What do you think about my idea of applying for EU residence permit?
2) Can I use my previous salary documents from Norway to make an application for the EU residence permit? Also, I am paying tax in Norway. So I do not have a tax card in Finland. My salary also comes to Norwegian bank account. How should I go about it.

FinnGuyHelsinki@ Thanks for the comment. Do you think I can make an application with the documents from Norway. I meant, my salary comes from Norway. I pay my tax there etc..

I have no idea, you will be dealing with the authorities anyway, so I suggest you ask them.

Even if you get an EU residence permit, you're still bound by the two-year rule if you live in Norway.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

NO, I can live outside of Finland but within EU for 6 years. I can live outside of EU for 2 years. Check the link below.
It says that "Your EU residence permit will be cancelled if you have lived outside the European Union for a continuous period of two years, or outside Finland for a continuous period of six years."

Norway is outside the EU (as illustrated ) so that provision doesn't help. And I don't see any mention of special provisions for Norway although you might expect it, since it's part of the Schengen area (though free movement does not mean free residence) and part of the Nordic area. You would need to look for specific provisions.

I think to apply for a European long term residency pass, even though it will be issued by Finland, it is governed by the EU regulations. I believe these regulations stipulate you must have lived uninterrupted for the last 5 years in the member state from which you are applying for the permit:
Article 4
Duration of residence
1. Member States shall grant long-term resident status to thirdcountry
nationals who have resided legally and continuously within
its territory for five years immediately prior to the submission of the
relevant application.
