Is it true that in a restaurant licensed with 40% alcohol,an employer must hire a waiter who has atleast 2years of experience???Does it mean there is no ANY chance for a person without any experience?

Yes and no. There have to be one "vastaava hoitaja" in bar/restaurant all times and to get that "title" you have to have education or experience.
