As that ministry of educations link says: EU/EEC/Switzerland degree might be recognized as is, but I'd guess that they use the suitability test/adaption period option to assess the applicants skills. Test is taken in Finnish or Swedish and for adaptation period you must first get the job... chicken and egg.

Luckily, she is as Finnish as they come, and her mum is a teacher too, so she could help finding that 'initial' job if she struggled. (She can speak Swedish too!)

Its "tenure" vs. "job"... I cn get a "job" teaching - I could never get a "tenure" teaching w/o an university masters + other crap...
