As EU citizen you can of course come to Finland, register your business and start with your business without needing any Residence Permit.
For staying longer than 3 months in Finland you of course have to register at the police before the 3 months end. Of course you have to prove to the police that your business is already generating a sufficient income to support yourself.

Thanks for the advice, but it's about my girlfriend lives there and i want to be with her.
I know that website and others like Italki, but my idea is kinda different and so good to make a good marketing.
Is that about 12000 EUR necessary? Isnt enough to prove that im making enough gross every month?
I didnt know that i could start the project here, sounds good! Do you think that i could even hire anyone from Finland while im here?

I would like to know if its possible to start my Toiminimi project having an "AUpair" residence permit? Or if to start it I need the self-employed one mandatory?

Then keep working on your business.
Theres a lot of people over the years who have had the same idea as you , some of them will have insight that will take you years to gain.You should network with them if they let you.
