Baari?

Is a baari a snackbar, cafe, or a bar? It is just I was reading some language books and the term is a bit confused in each one.

A pub or bar.

Based one my one-person native Finn Usage Panel (read: girlfriend), saying 'baari' would almost always implies drinking.

"A place with chairs at a counter" - there is "jaatelobaari" (ice cream), used to be "maitobaari" (milk) etc. usually a cafe. Drinks in Finland at the bar weren't allowed until the Olympics and even then only in a few fancy hotels (Hotel Torni's American Bar).

Today colloquially "mennaan baariin" means "lets go out for a drink" so when you read of "baari" you check which decade the book is printed. A Baari in 1950 is different from 1970 etc.
