As in "involving a degree of personal accountability". Like people who pay their bills on time are responsible people.

Vastuullinen. Vastuulliset ihmiset maksavat laskunsa ajoissa.

(I'm responsible for the safety of the children. = Olen vastuussa lasten turvallisuudesta.)

Also: vastuuntuntoinen, which hints the person is conscious and maybe even morally principled about it; attaches some significance or value to behaving in a responsible manner.

Vastuullinen can mean the same. But it can also refer to a person who is responsible for something in the sense of “being the culprit”. Or in the sense of having accepted a position which naturally involves assuming certain responsibilities. Or it could refer to a situation where responsibility about something has been assigned to someone whether he likes it or not, and regardless of whether he even has genuine interest in trying to behave responsibly.

Yep, vastuullinen hints that you are legally obliged but vastuuntuntoinen hints that you are morally obliged.
