Things are easier for EU nationals. The language is not an isue for her to get right to practice but , de facto seems differeny; that it's not possible to find a residency place without knowledge of Finnish. I'm also not sure if Sweedish works by menas of that. The language restriction if for those outside from the EU/EAA.

yes, the exams can be taken in sweedish, only u have to announce to the examing body well in advance! You will also find in western finland, around Vaasa places where only sweedish is spoken and might get a opening there.
But hell, why try to get in finland if u know swedish, u might try Sweden, there will definitly be more opportunities and they need doctors too !!

yes i registered to work in Estonia.now i am working in Narva hospital ,general surgeon.90% of Narva citizens speak russian,for me no problem here .
