I assume from your location (India) that you are not a EU citizen.
But anyway if you are coming here to study and have been accepted at an Oulu college I would think that a Temporary Residents permit would be automatic. Have you asked the college what you need to do I doubt you are unique they must know the procedure and probably have a pamphlet explaining what to do for foreign students. Send them an e-mail.

The Finish text says a residence permit is for university, polytechnic or other third form, or "other school that has a graduating program". now 'Lukio' in Finnish is you study three years and then take an examination, they do the International Baccalaureate as well in some places. (You need to study your ass off in finnish to accomplish the Finnish one though, so I guess you have the IB?) -this is "graduating program" if any.
