Tiwaz, what keeps a system working is EFFICIENT bureaucracy. Inane bureaucracy is a complete lack of communication between departments dealing with related matters and, worse still, there being no defined process for dealing with matters in the same department. If it was efficient, they could tell 'leechers' to piss off in half the time. If it was run efficiently by people offering advice instead of brick walls, it would cost the government, and in course the taxpayer, considerably less to run 'the system'. Yes, an inefficient system has leeches, but many of these are bureaucrats. Bureaucracy encompasses the rules and all the people responsible for making and implementing them (i.e. counter staff).

You clearly do not think very logically.

What is communication between departments? Papers with stamps and signatures. YOUR task is to get right paper, to right place, in right order.

Again, failure is not in system but you. You try to shortcut, you fail to study what everything means (potentially because you cannot understand the instructions which are in Finnish, but guess what... System is built to serve people of Finland, of whom well over 90% can and prefer to do their business in Finnish. Not to serve few foreigners who think they are center of the world).

As for you idea about efficient system telling the leeches to piss off. How would leeches be identified? Hmm? Should they shake Magic 8-ball for answer? Again, this is part of the process. One sector of public services handles one part, another handles another part. If leech fails to prove to one portion that they are not leeches, they get nowhere.

Of course you would prefer that your gilt arse was serviced so that all you had to do is float down the Ryanair and things were done for you, but over here we presume that people take some responsibility for themselves.

Public service does not mean "asskissing you and giving you what you want. Over here, until you get that magical ID-Number, you are tourist. Tourists are not eligible to all the services citizens or other habitants are.

Nor does Public service mean that everything is catered to you. You are expected to take responsibility for your own arse, to figure out what and where you need to deliver and in which order.

So theres no need to visit KELA, EURES, Malmi Police Station etc. is there. I've not been into a KELA office this century, and the last time I dealt with them was via phone. All my tax stuff I've managed to do online as well... so what do you need to visit those places for unless you like men in uniform and have a masochistic streak? Oh yes, I did go to the common service point in the Myyrmäki library to renew my ID card... I had to wait for my turn. That was probably due to the inherent racism, as was I needed to have photos with me and pay 40 euros. See now if I'd been an EU citizen I could have pranced into there and whined all day about it.

But, what I do find interesting, and I sneakily admire about Finland is it's absolute refusal to give way. In other countries when immigrants, refugees, asylum seekers, migrant workers etc., start bleating, the usual thing is that the what my SO used to call "Oulu Nurses" (I think he meant those kind of pinko lefty type women who often resemble East German Swimmers) get on the bandwagon about "integration and equal rights" and the government eventually throws money at Immigrant Groups and they get all sorts of things like their own Soccer Clubs and what have you. There was this one case in Ireland where some lad from Nigeria (well it would be wouldn't it?) was in the country illegally, fighting his various deportation issues at the expense of the taxpayer, he was eventually deported, but the Oulu Nurses (Irish branch) bleated so loud that he was brought back - on a government plane - . Can't see it happening in Finland.

I'm not saying I agree with wholesale immigration but if I was an African chap living a life of fear, poverty, persecution(both religious and political) then I know I would try my damned hardest to make it to a developed nation. You're right of course. Who needs Kela? Only foreigners? As for EURES and Malmi PD. Get rid of them. It would actually make the foreigner's life easier by abolishing KELA, EUREs and the police. They're a hindrance, not a help.
