Of course all land is owned. If its not owned by a private person, then maybe a logging company or its a state forest. Basically state forests then have nature protection areas & so forth. The everyman's right makes a difference with going vs. camping & making fire. Usually you are required to stick to designated camping grounds and firepits.

I'd worry more about the mooseflies. The mosquitos are annoying, and I've never seen swarms like they have in Lappland, but the mooseflies are extremely painful. My wife had a run in with one once. They hook into you and try to lay their eggs under the skin. Very painful.
