Are Swedish-Finns required to learn Finnish the same way everyone else has to learn Swedish - a language only spoken by 5% of the population. I can understand the argument that Swedish is also an official language, but if Swedish-Finns aren't required to learn Finnish (the predominantly spoken language), it's just a little bit unfair and strange.
I have searched for answers online, but couldn't find any.

In school, yes. Learn it to actually speak it? No.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
