I may be jumping to conclusions but looks like these were probably using the system.
Btw, last I saw, unemployment among Germans in Finland was lower than that of native population.

Pretty standard time to exhaust all appeals. To get there, the matter went through three levels. This case is a good example how saving from direct costs in the court system causes costs elsewhere. I would give the courts enough money so that cases would be dealt with in months instead of years.
