Can an employer legally hire a worker at a very low pay? e.g a cleaner at 3e/h?
There are many Estonians and others who are paid 7-8e/h for skilled jobs like wielder etc. Aren't these salaries below the TES level salaries? Then how can it be legal?

As far as I know, cleaners fall under Kaupan alan työehtosopimus, which defines lowest salary for cleaner to be 10,16 EUR/h. Since the agreement is binding, I'd think employers cannot hire workers with such low wages.
As for why it's happening, I'd imagine it's just because people usually do illegal stuff until they get caught, so they haven't been caught by authorities yet.

Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
