Tax avoidance

Is it impossible to close these loopholes or there is not enough appetite to close them because of the politcal system?

With Caruna the gist is that in a theoretic analysis it does not matter whether they pay taxes because the seller benefited from this ability with an increase in the sales price.

For the loopholes in general, there are measures that could be done. For example, regularly checking that the loans used are arm's length transactions.

The question is why the things which can be done are not done? Does the state not need more money? What stops politicians from passing laws which would stop big business from avoiding paying taxes?

Usually the rules underpinning loopholes also have legitimate uses. Sometimes you just have to accept that it can be misused if the majority of the use is acceptable. Personally I think the corporate tax could just be nuked and replaced with taxes on externalities and consumption. This is because the web of international treaties makes it impossible to totally close the loopholes. The corporate tax does not play a big role for the Finnish state any way.
