Since it's private contract dispute you can try to dispute the forming of a contract by the fact that you had no idea what the signs say. I would ask Consumer Advisory Service if they have experience with cases similar to yours.

It's for the private business to decide what kind of enforcement of parking makes sense of them. I agree that it does not seem like a good idea to do in a space that is not full.

It's all about greed. There should be government regulations for these greedy thugs.

The contract falls under consumer protection laws. Consumer protection regulation is quite good in Finland. Public sector pretty much refuses to monitor private spaces, so in drafting the regulations we must balance the interests to monitoring with the protection of consumers. It's not a clear cut situation.

The parliament tried to make law, but it came to nothing. It wasn't as easy as one would think. Most of time it isn't greed per se, but rather need to have some enforcement on private parking lots. It is easier to sign a paper that gives the authority to parkkipate et al who promise to do all the needed signage and monitoring just for a small fee+all the proceeds, than to hire people/build booms and gates and chase people who don't obey parking rules. After the deal is made... well the greedy thugs make more money than lenient guys.

Thank you to everyone who gave advice

Just to let the forum know - we have had the parking fine rescinded.

We would suggest that an extra effort is made by the various parking contractors, that they put up a sign in German, English or French - advising all who use the S-Market car parks to,

"Please set your Car Parking Clock, before you leave your vehicle"


- that way, foreign visitors would have some chance of knowing what to do !

Also - to imply that by using the car park park, the visitor has agreed to (unknown) terms
and conditions is a, "Catch 22".
How can any foreign visitor know about such a covert rule?

By the way, we had a fantastic trip to Finland and would recommend the country to everyone. x

Thank you for all your time and trouble - much appreciated.
There is plenty of legislation that you are subject to whether or not you are aware of the contents. It's a risk you take when you travel to a country that has officials languages that you don't understand.
I accept your point regarding legislation - I guess that each country needs to ask themselves what is proportionate and reasonable, for when foreigners are visiting a supermarket and spending money and supporting that country's economy.

It helps to read up on a country prior to travel, take a language book to help with understanding things - and then maybe the country needs to do it's part and check that it is user friendly.......or not.

Agreed. I would be just as flabbergasted as you are If I had to pay tens of pounds for decent SIM card for phone in UK. 10 to 20 GB wouldn't be unreasonable data usage per week, but paying £20-30 for that is. Finnish legislation should take care of those parking robbers and UK legislation should drop zero from those prepaid prices.
