I have dual citizenship (Non-EU and Finnish). My Finnish passport has a small mistake (which I found recently) and need to be get corrected. However, I need to fly to Latvia.
Can I fly with my Non-EU passport (with which one does not have any access to EU without VISA) along with Finnish national ID card? Did anyone fly to other EU country in such situation? Or does anyone know any rules/laws regarding this?

You can fly with only the national ID, no passport needed.

Legal status / main purpose:
Identity card issued to nationals of: FIN - Finland • SUOMI ♦ FINLAND • Travel document valid in the European Union and in Schengen associated countries.
Important:
This kind of ID card is being provided from the 1st of January 2017

However, it seems if you have the following kind of ID card, then you might not be able to travel with that ID card which was being provided from 2011

Thanks for your information. Still,I have some questions to you.
Did you fly to some other EU country such as The Netherlands/Germany/France with just Finnish national ID?
I got stopped and got questioned several times at Helsinki airport because of my Arab look though I am not one and twice in German airport. Do you think that they can legally make problem to me if I do not have Finnish passport with me but only Finnish ID?
