Can any IT company in Finland hire software developer with 1800 salary or it is against law?

They would probably be covered by this collective bargaining agreement. A minimum salary for a full time trainee is 1850. A salary of 1800 would probably have to be part time.

You need to provide more information about the nature of the employment.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

If the company is not part of any collective agreement deal they can pay what they like.

If the TES is generally binding, the employment contract is not binding for your example salary.
