You can order seeds online in Finland, there are several online shops. you can order seeds within the EU once you follow the national regulations. You can order seeds from outside of the EU once you follow EU regulation.

Now I guess I just need to find domestic sellers (of which there seems to be next to zero for what I am interested in) or look at mostly EU sellers that have phytosanitary certificates included.
