I was granted a continuous work permit in August of 2019. I've been residing in Finland from August 2019 to August 2023, totaling 2.1 years (25 months). Throughout this entire 4-year period, I haven't utilized any social security benefits. Furthermore, I've worked as a full-time engineer for 3 years during this 4-year timeframe. What are your thoughts? Do you believe I qualify for permanent residency?
I'd also like to note that I've already been granted another continuous work permit from August 2023 to August 2027.

Yes.
The rule is very clear and aside from years here you only need to meet the income requirement.

You need to have 4 years of type A permit, type B residence doesn't count in the PR only in citizenship.
