Trying to find specific law number or act

Hi!

I currently hold a student residence permit and I'm working in Finland with a permanent contract since the beginning of the year. Now I'm applying for a work residence permit.
I consulted the Police in Turku and I was told I shouldn't start work until I get a work permit. Then I told her I hold the student RP, which allows me to work. She said I could work only for 25 hours a week, and I could get a fine for working full time.

My degree indeed requires "diploma work", the University can issue such paper, but the work contract is a permanent one...

What do you suggest me in order to avoid bigger problems?

I thought about mentioning the specific law or act that states I can work without restrictions because my degree requires practical work in a company, but I can't find it (and I don't want to mention "according to the website www.xxx.fi)
