Oh, one other thing is where will the car be standing while you are away? I don't know the legal situation if it is parked on the public road after the Katsastus expires so you should check on that.

The car will just be checked and if ok you'll get the clearance till the next official time. I think that is correct. The condition for the right of residence is EU citizenship.
For some people, but not all. My permanent residence permit was issued before Finland joined the EU so my right of residence is nothing to do with the EU.
