If your grandfather was born in the USA, then he is a US citizen and not a Finnish citizen by birth-I don't think he would have qualified as a Finnish citizen since Finland did not allow dual-citizenship back then. You can certainly submit the application and see what happens I suppose.

You can certainly try to learn Swedish as well but Finnish is obviously more useful in Finland. As FinlandGirl stated, 6 years is more than enough time to learn Finnish to the level required for PR puropses.

After two years abroad, your P-permit will no longer be valid in most cases. You can apply to MIGRI for an extension of the P-permit prior to it expiring. I don't know how they decide whether they grant the extension or not.
