They don't really say it's a dedicated interview, but it takes 30 minutes. They talk to you a bit about your application, how long you've been in Finland, your travels, etc. Nothing unusual.

That's a key piece of information you left out. It invalidates my previous comment, which was about modern private sector IT companies. I don't have much experience with public organisations, but 4500 seems very good.

In Helsinki, about 5,000 is reasonable, so ask for 6,000. If you bring something true valuable to the table (something that isn't looking up jQuery questions on Stackoverflow for 7 years), then ask for 7,000.

Earnings are reported as capital gain and is taxed 30% for earnings up to 30k, and 34% for higher than 30k. Losses can be used to offset other earnings and thus lower the tax burden.
